Rules for the 2025 United Kingdom Election to the 39th World Zionist Congress – Voting By-Laws
Eligibility to Register to Vote
- Voter Eligibility:
Any Jewish person who will be at least eighteen years of age on 1 July 2025, who resides permanently in the United Kingdom, and who did not vote in the Israeli Knesset election held on 1 November 2022 or in an election to the 39th World Zionist Congress in any other country, is eligible to vote in this election. - A voter must fulfil the registration requirements and complete an ID verification process. Accepted forms of ID are those listed by the UK Electoral Commission.
Election Process

Voting Period:
Voting will take place from 8:00 a.m. Sunday, 8 June 2025, until 8:00 p.m. Thursday, 12 June 2025. - Voting Methodology:
- Electors will cast a single vote for a slate of their choice.
- Votes for slates will determine delegate allocation using the proportional representation method:
- The total number of valid votes is divided by the number of delegates.
- Excess votes from a slate may be transferred to a pre-agreed slate as per prior agreements submitted to the AEC.
Registration and Voting Platform
- Online Process:
- Voter registration will take place online via a secure platform managed by an impartial company.
- Voting will be conducted online via a secure platform managed by an impartial elections company.
- Transparency and Public Access:
All registered slates, platforms, and candidate names will be published online. - Data Protection:
The company handling voter registration will keep data safe in accordance with all applicable laws. For purposes of privacy and data protection, the electoral roll will only be available to view by the members of the tribunal.
Campaigning Rules
- Conduct Standards:
- Campaigning must remain positive and must not denigrate other slates.
- There is a zero tolerance of threats to candidates and/or voters.
- Payments or incentives to voters are strictly prohibited.
- Sanctions – candidates or slates breaching the rules will be disqualified.
Appeals and Complaints
- Voter Complaints:
Individual complaints regarding registration or voting will be handled by the election company, escalated to the AEC Chair if unresolved. - Organisational Complaints:
Complaints from organisations about election procedures will be directed to the AEC Chair or tribunal. - Tribunal
For the purpose of these rules, tribunal refers to the tribunal of the Zionist Federation UK as defined in Article 39 of the Articles of Association.
